Youngster Joey is a character from Pokémon Gold & Silver.

Years before Roman Bellic would ring you up for a nice round of bowling, there was another phone-fiend that spent that knew your number by hard. His name was Youngster Joey, and though the only Pokémon on his team was a Rattata, said Rattata was not just any Rattata - it was in the top percentage of Rattatas. So when you inevitably defeated him anyway, Joey would ask for a rematch. And another one after that.
Long story short, Joey essentially is a tutorial NPC meant to introduce the player to the Pokégear - a copyright-friendly smartphone that allows trainers you battled before to call you up for a rematch. It was a neat little trick to make the world feel more alive and dynamic, but memes and selective memory bias meant it's mostly remembered for Joey calling you up whenever you last needed it.

Youngster Joey appeared in the 24 Hour Stream, where he tried to stop the jailbreak of Los Tiburon by challenging him to a you-know-what. He got curbstomped as usual, but chances are he also got Los Tiburon's number.
